I cant, Ibadan is one of the most developed places in Nigeria by local standard.

Ibadan may have bad places but it is not peculiar to Ibadan

So Owerri is more develop than Ikeja

Just visit .. almost every street in old owerri metropolis is tarred now. From aladinma, to prefab, to lake nwaebere, to ikenegbu extension/relief/mcc bypasses, Dick tiger/trans egbu, Christiana hospital (off egbu road), works layout, imsu market road etc.

New owerri just dey watch this competition..lol
