Do you know how much they earn even as caregiver. First of all its not all of them that do casework forever. A lot progress to their previous career, once they get the required education necessary. The care work is just temporal fo some. And even if others only do care work, so far you're hardworking you can save enough to invest in Nigeria, give your children access to better education abroad and ultimately citizenship. So for some the casework is a sacrifice for their kids should they fail to be able to go back to white collar jobs.

It pains me to my marrow when I see these things yet the people are impoverished.
The government is trying in infrastructure but building people is the best thing to do. Take a look at Lagos, the people are empowered whether you are indigene or not. Just grow people.
Government should encourage people to acquire skill(s) that will take them out of poverty. Happy hour will keep them poorer.

Please, can you specifically list the things Lagos is doing currently to empower her people that Akwa Ibom or other states are not doing?

One can tell from the pix, the quality of that road. Not thick, not well compacted. Not strong. Not clean. No binder to make it solid and not break. No design precision. Give the road 2 raining seasons and you go know how far.

Look at the insults I received.

Even bill Gates told buhari that he needs to invest in human development more than infrastructure, that that is what we need now. These people just want to keep majority in a state of ignorance and poverty so that their class will be on top but provide infrastructure to enable them live stressful.
