going by the type of apartment and the educational level of the neighbours, I don't think that guy is hungry as you said. You can see he looks a bit affluent even though haggard. This drugs menace of a thing especially crack cocaine and heroin isn't something you wish on your worst enemy. After selling all your stuff, you target your loved ones including children's stuff until they start hiding things from you. At this stage, they're covering your shameful acts so you can have respect outside not knowing you've graduated to stealing from neighbours who respect you. This isn't fiction, it's a regular scenario which I've witnessed firsthand
