this AFRICOM since 2009 has been trying to build their headquarters in Africa, they have held discussions with Algeria, South Africa, Nigeria, Morocco.. all have refused the construction of this headquarters in Africa.

Most of those stuff in Africa are not US military bases. They're friendly nation bases were US personnel station to provide training assistance sometimes unarmed and in many cases lacking any heavy weaponry except when working with that of the host country, with the exception of Niger, Somalia, Djibouti, Kenya.

Concerning, the AFRICOM Base, if the US wanted it in Africa, it would have been in Africa. Although some countries didn't like the plan, many actually wanted to host the base for financial reasons. However, congress scuttled any plan of hosting a command in Africa due to possible anti-American sentiment and growing security concerns. The plan of having a command in Africa was more heavily opposed in the US than in Africa.
