Osimhen is likely to move to the epl but not liverpool. What is holding United down at the moment from making a bid is not even cash issue but uefa financial fair play rule. Same issue with chelsea which forced them putting a lot of players up for sale this summer

Because of the rule united is only allowed to spend 120m pounds this summer and any financial addition will come from player sales

If Jassim takes over which will automatically clear outstanding debt of 500m (transfer monies inclusive) united can be able to spend over 250-300m pounds in this summer transfer
