This project is not being built by China, it is being built by the Nigerian govt using a civil engineer Company from China.
Funny enough, the aids africa receives for free from America is much more bigger than the annual budgets of many African countries without the America making noise about it and they have been doing this for ages.
China gives you loan and gives the condition that their indegenious companies handles the projects the money will be expended on, system of give and take.
