A staff can still enter without him knowing.
Just get a crepe bandage tie it around ur arm and hang it on your neck then tell him you are coming to clinic to see doctor.
You are already inside. Cikena!

If he is serious he should get a thumbprint machine to log in and out.

There should be a database where all workers tend to sign in with thumbprint on resumption and sign out after closing.

It can be checked from time to time.

It's better than this old school eye service

In my MBA program we were told as a manager of their is a difference in productivity between when you are around and when you are not then you are a bad manager

Over here in the North people hardly go to work early and close early with the usual excuse of I am going to the mosque to do my Sallah and they go home from there.
The Local government offices are usually deserted until the last week of the month when everyone comes to fill and sign the salary schedule.

The laziness of our people is on another level. Resume on 5th January from Christmas break, and some staff will be straggling in by 19th and 20th of January. I have a policy. You do that in my company, you forfeit your January pay. It worked wonders.

There are simple biometric systems that can do that job, but just like the saying goes, common sense is not always common. Commisioner, instead of attending to important official tasks has reduced himself to a security man.

He's not wise enough. He's to hide in a corner of the gate so that he won't be noticed. Unidentified aides will be used to usher in late corners before filing to the corner if the commissioner. They ll be told to silence or switch off their phones for that period.
It go be like on board meeting. That's where the commissioner ll know who the stuff they are made of.

Nonesense, your hospitals have no Drugs, No Doctors, you are at the Gate of Civil servants who can hardly fuel their cars to the office.
why not tackle late comings at the Hospital Management Board and the Hospitals in the Local government areas that are overgrown with grass because they have not been entered into in the last one year?
