Rivers has a high population is why but the second state with population after Lagos is Kaduna and they can do higher IGR than Rivers if they tried

They have big towns more than most states but what they lack is big population on overall. Ado ekiti is an above average capital city. They are not poor at all by Nigerian standards. Not having big cities don't mean you are poor. SE too don't have big cities

What economic power is in the South West did not allow them to develop any area except Ibadan to appreciable standards

Lagos is in the SW .. Lasos cease to be the federal capital in 1990, BTW only Lagos Island and Apapa were the designated FCT yet the majority of Igbos are settled in Lagos mainland.

Ibadan naturally should be the most developed and populated as it used to be since it is the former capital but LASG is the most efficient in the country. They employ more people than the FG, can survive without allocations and have relatively well developed taxation. They depend on PAYE. If any state does it, they will have the same results. Lagos is not more cosmopolitan than PH or Kaduna maybe not even Kano and the fixation on Lagos by some people is unfortunate. I don't even understand the meaning or what they hope to gain from it presently or in the future. Land is sacred and Lagos however tiny is sacred to the land owners even the Sahara desert is the same to the land owners. Abuja, Kaduna, PH are more cosmopolitan than Lagos.
