You're mixing things up. Dee Sam Mbakwe is definitely one of the best governors to have emerged from this country. But he was governor of old Imo State, not Eastern region. Hotel presidential and Nike lake resort are in Rivers and Enugu.

However, he built so many projects that still stand solid in today's Imo and Abia states. How he managed to do all that in less than 4 years still baffles me.

There are other infrastructural developments that still stands the test of time Dr Michael Okpara carried out, like:
National Research institute in igbariam in Anambra state and Umudike in Abia State.
