None of those two states has a state electricity market and law in place. Go and read the electricity law, only 3 states were exempted and unfortunately the only state with the state law in SS is Edo yet Edo can not afford transmission. Delta and Rivers can afford but have no state laws in place.

I am a Yoruba man currently working and living in Delta state. I was working in Lagos state before job opportunity took me to Delta state. Nigeria is still a sovereign state and people can migrate out of their geopolitical zone to work anywhere without hindrance within the country. So when you talk about capable hands, even if there are no 'indigenes', Nigerians abound to do it, stop being tribalistically parochial. Try and understand the principle of a sovereign nation.

This article is not correct imho. You can simply build a power station close to an industrial area and commence running distribution lines. Talking about transmission lines within states is like talking about building trunk A roads within states.

The whole point of liberalisation is moving away from expensive centralized transmissiin lines and focusing more on dispersed distribution. Transmission infrastructure is expensive. Power Transformers (different from distribution transformers) , towers, system protection. And it takes years to build and commission. But you can erect a 33kv feeder line in a matter of weeks.
