They do. Fell victim to a rogue barrow pusher some years back at Ogbete main market in Enugu, it was sometime around 5p,m and the guy just disappeared with my stuff, glad I remembered the inscriptions on his barrow and was directed to where to report the incident, was told that based on my narration that they know the particular barrow pusher and was told to come back to the market the next day. I went back the next morning and found the guy already beaten and tied down by the market officials with some of my stuffs, he hasn't touched. At the end I was given back my stuff and some cash to cover what the guy had already used as they said they know how to get the money back from the thief.
