We have Nigerian mint company, that's the people whose sole responsibility is to design, print, maintenance legal tenders, stamps etc..

They were not in production of gold and silvers.. Basically printing of legal tenders or buying and selling of FX is just a secondary duties the CBN added to it's baggages.. But it's not necessarily it's core duties... The mints can print paper money, CBN can do without trading in FX and face fiscal policy and core Banking fit the State.
