If the people of Niger nation are in support of their military leaders, then there is nothing anyone can do about it.
They will do their own thing and transit back to civilian rule on their own and when they want.
If ECOWAS invade Niger now, the masses there will join govt forces in fighting them.And when d people u came to liberate join in fighting u, u are a goner.
So, ECOWAS shld allow them be, until they indicate they want to be liberated from military rule.
And if the military leadership favours them more than civilian by touching their lives positively and re-shaping their economy, their support for d military will last longer than 3years until at a time they will willingly transit to civilian rule on their own.
Allow them to be and keep engaging them in dialogue only.Peace!!!!!

But this particular retreat is being sponsored by the UNDP at the behest of the Rwandese Government.
These type of retreats are extremely common in other climes too.
