I've answered this question before but since it interests you, I will dignify you with a more detailed answer.

1. Tinubu and Buhari are 2 different persons/politicians from 2 different parties. Tinubu from ACN, Buhari from CPC.
Along with other aggrieved members of other parties including ANPP, APGA, etc they collaborated and united against a formidable corrupt party PDP to form APC.

2. Clearly they had different political backgrounds and interests, but needed the political strength of their combined forces and clearly agreements were made and probably MoUs signed.

3. Tinubu being democratic campaigned and threw all his weight behind Buhari being the flag-bearer of their party. And Buhari won the election.
Tinubu during the 2015 campaign often mentioned that he sacrificed his presidential ambition then to step aside for Buhari and Yemi Osinbajo.
After APC's victory, Buhari being duplicitous, decided to renege on their agreement and rather implement his own agenda which is probably the agenda of CPC, his former party, all along. If you followed his 8 years, he practically cut off his ties with Tinubu.

4. This is made evident during Tinubu's agreed turn to become President in last year's election which prompted him to make the popular statement "Emilokan." Buhari together with Emefiele did every thing within thier human power and political prowess to frustrate Tinubu from winning the election. But God had other plans.
