I'm talking about what should have been done long before this unfortunate turn of events... Clearly, the army blames the community for sheltering and enabling the terrorists who killed their personnel.

A good channel of communication and relationship building between security personnel and citizens will prevent a great deal of such misunderstandings... That's how sane societies work.
