Lagos can't be turned into........ Good job by the state government. Individuals should contribute their neatness efforts into making the environment decent. We grew up doing all these on daily basis and in a large scale on Saturdays. Sanitisation enforcement should come back strong.

Those people only need money for the weekend. They are lazy. They don't work.

Just give them money and they will open the market. I'm sure the money will be added to the cost price of materials. But, make sure you pay your waste disposal levies.
