Every resource must be exchanged by reciprocity for collaboration. Every state has resources to exchange so bring it to the table and use for exchange.

You can not keep holding to your own resources tightly and deplete those of others you demonstrably hate and resent as your host. It's a recipe for intertribal injustice and anarchy.
