Guerrilla warfare is very difficult, the only way to inflict damage on the other side is to go in hard on them even if they use civilians as shields without which you will hardly score a point against them because they come in when your guards are down, inflict maximum damage and go back hiding in civilian populated areas...

Innocent civilians will suffer and sadly so...
