It pays when there is continuity in government. It is cheaper and the masses do reap the benefits.
Typically, Nigerian governors, once a new one enters, it abandons ongoing projects from previous administration, knocks down some completed projects from previous administration wasting government resources.

Ebonyi with little resources is doing greater things yet other states think their problem is the federal government. The truth is that those who impoverished any state in Nigeria are 90% from that state.

Did the Govt promise it will be forever, as a palliative measure you should know all these things are short term to cushion hardship on the people. if the govt had charged little fee its no brainer there are people that can't afford what you consider little
One year maintainance on the Govt won't bankrupt the state, las last "FEE" will apply.

Shouldn't be totally free .... too many people already expect the government to provide for them like parents provide for their children. I hope they have a system in place to ensure only those who are supposed to benefit get on board.
