There is a high chance that the vehicles will eventually be either stolen, sold or damaged. And even if non of those things happen, the cars will only diminish in value and will be eventually replaced.

Instead the money can be used to setup a national intercity transportation system that runs on solar, gas or regular petrol. Then the profit from the business can be used to buy police cars.

How is it another man's property if its proceed of crime.. the "crime" part of it was at the detriment of an innocent person..

On the cars breaking down, yes cars break down, but faster conversion of assets(cars) from criminals as police vehicles, reduces the depreciation period. The police cars can be written off in 2 years
