What a hypocrite! Do you discriminate when collecting tithes and offerings? Do you discriminate when sending your children to school? Do you discrimate when going to the market or to the hospital?

Lagos State Government has given 30-day final notice to owners/occupiers of residential buildings illegally converted to churches, mosques, clubhouses, lounges, and bars across the state without approval for change of use, to revert to the original use of the structure.

The notice is a sequel to the distortion of the masterplan of Lagos State, especially residential areas, by some people who in gross disregard to the regulatory provisions of the law turned residential areas into clubhouses and worship centres thereby constituting a nuisance to the environment.

The origin of the problem.

1) The Place.

The problem began with The Place in 2013 or 2014. The neighbourhood experienced massive change 2013/2014 when the Lekki-Ikoyi Link Bridge was opened. This brought more companies/businesses and offices to what was previously a quiet residential neighbourhood. The Place brought even greater changes.

The Place was a three in one business. It consisted of a restaurant, a hotel and a nightclub. The nightclub was the problem.

They played very loud music all night and they had light shows in the sky above the club, but that wasn’t the worst problem.

The nightclub attracted lots of prostitutes to the area. I usually went to the bridge to exercise around 4am and the route to the bridge was usually peaceful with no one else around (I usually only encountered joggers on the bridge and really very few joggers on Admiralty Way on my way to the bridge), but I began to see noisy and skimpily dressed girls on Admiralty Way. Where did they come from? I altered my route one day in order to find the source and I discovered that they came from The Place Nightclub.

It wasn’t just the prostitutes. That nightclub became one of the most popular nightclubs in Lagos and as a result, you began to see traffic jams on Admiralty Way at 2am. Now the noise wasn’t just from the music. It was also from the horns, engine noise and shouts of patrons of the nightclub.

Sometimes the patrons would argue and exchange gunshots on Admiralty Way (a bullet came through the ceiling of my friend’s house one day).

And then there were the drunk drivers. I told you back then that it became a tradition to see weird accidents on Admiralty Way and Lekki-Ikoyi Link Bridge on Saturday and Sunday mornings. People would drive into the roundabout, jump over the curb and ram into walls and I even had to call LASAMBUS for some people that crashed right in front of the nightclub (one of them was lying unconscious on the road).

And there were the taxi drivers. The prostitutes needed someone to bring them to Admiralty Way and take them back home and so the taxi drivers took over all the inner roads that were near Admiralty Way. I remember when the Lekki Residents Association began a campaign against these taxi drivers (because they often blocked roads and gates and LERA saw them as a security risk). They got all business establishments nearby (GTBank, etc) to lock their carparks at night (so the taxi drivers would not have anywhere to park) and they got policemen to arrest the drivers that parked on the streets. Some of the drivers protested on Twitter, but they thought that it was LCC that was getting them arrested (LCC had to issue a statement denying the allegation), but it wasn’t, it was LERA.

The Place Nightclub closed down in 2019, probably because of the complaints. They had previously hired security guards to chase the prostitutes away (probably because of complaints), but it didn’t work. The prostitutes moved away from The Place, but continued to stand on Admiralty Way.

The prostitutes moved to Farm City after The Place Nightclub closed down. Farm City is just a few metres down the road from The Place.

Late in 2020, after the End SARS protest, the prostitutes and taxi drivers were joined by drug dealers. All kinds of hard drug dealers began standing in the same area with the prostitutes while they waited for customers. Someone said that it won’t take long before armed robbers join the prostitutes, taxi drivers and drug dealers.

Farm City does not make noise. There is no loud music coming from that restaurant. However, I noticed that some foul smelling liquid waste comes from the area beside it. I was not sure if it was from Farm City or their neighbours.

LASEPA shut down Farm City a few days ago. I took these pictures this morning.

2) Lennox Mall.

The noise moved over to Lennox Mall.

They had some kind of rooftop bar or lounge and they played very loud music through the night. LASEPA has also visited them and I haven’t heard any noise from them.

3) Bukka Hut

A Bukka Hut outlet opened in that area and they got a DJ and speakers to promote their business. They DJ played loud music while Bukka Hut employees gave out fliers. This was in the period after it first opened.

Since then they have occasionally brought out the DJ and speakers, but thankfully, unlike the others, they don’t do it in the middle of the night.

LASEPA has also visited Bukka Hut.

4) Pop up market.

There is a market that just suddenly appears at car parks and in front of businesses in the area. You might pass a carpark today and it only has parked cars, you might pass a construction site today and it only has construction workers, but if you pass the same place tomorrow you’ll see canopies, hung clothes, mannequins, a DJ and large speakers. They usually play loud music as they sell their wares, very loud music.

I saw the pop up market at two locations this morning, Sweet Kiwi Yoghurt and Mopheth Pharmacy, but there were no large speakers or DJs.

5) Hotel.

There was also some kind of hotel on an inner street. I always believed that the place was too small to be a hotel and to have concerts, but it was a hotel and concerts were held there. Famous musicians often came to perform there and you’d hear loud music throughout the night.

Thankfully I think the place closed and they no longer emit loud sounds at night.


There is no longer loud music in the neighbourhood both at night and during the day. Everywhere is peaceful

Maybe maybe not but honestly the government actually has more pressing issues to address in Lagos than demolishing people's buildings and businesses. For a center of excellence, the state of Lagos roads, schools, health centers, markets and motor parks are all in a sorry state. Lastma is a joke and Agberos reign as kings.

Online notice without serving the people concerned may result to anarchy.
Virtually all houses in Lagos is commercialized without any approval from government for that.
There are a lot of church and mosque buildings that can be regarded as ancient landmark, removing them rather than improving them will cause trouble

By the way, they didn't say that they are demolishing outright. They said that the premises that do not have approval should revert to their original intended use, otherwise they will be removed.

obi58 has written so much crap on this thread There are building regulations in Lagos and you know when you get a piece of land whether it is residential or commercial. It is illegal to convert a residential piece of land to a commercial business. The people who did the conversion know this. The government must enforce the law and no whataboutism can change that.

The government is not arbitrarily removing buildings because it feels like. Those businesses are illegally situated

They said vacate so the properties can be used for the intended purpose.
Residential should be residential.

Apart from the unnecessary noise and other environmental issues they bring along, have you noticed that rent has gone up?

The demand for few available houses is just too much.

Churches, mosques, clubhouses and other businesses should move to areas designed for such activities and let residential environments remain so.

Let's for once be okay with doing the right thing and stop antagonizing everything!

You want your country to develop, when they decide to take decisions to that direction, you antagonize it again.

Let's give this better perspective for it to sink in.... Today it's religious centres and sitouts right? What if tomorrow the govt decides to relocate all businesses from residential areas in furtherance of the so called original master plan. Can you imagine traveling distances to buy a bar of soap from the supermarket or just to get a hair cut?

Moderation is key. Soundproof sitouts and bars and religious centers and sanction defaulters instead of shutting them down indiscriminately. For those religious centers without approvals, work with them to get them up to code and issue then requisite permits. People are going through a lot these days and religion and sitouts are our own form of local therapy here. That's why you don't have the kind of random shootings in public places here that happen every now and again abroad.

As per increase in rent, guy let's be honest. Our inflation is officially approaching 30% and you expect rent pricing not to go up? Whenever you are less busy, take a stroll into the building materials market in your area and spend 30 minutes there comparing prices of items there 6 months ago to today's prices. Then come back and let's have this convo.

They won't demolish anything, they just want to use that to make owners evict these set of entities from their buildings.

Remember Nigerians only know force. If it's to demolish, how many will they demolish?

As for hike in rent, did they just build most of the houses that you're asking me to go to the market to price building materials?

Are the houses buying building materials daily to demand hike in rent?

I can understand new houses, but the old ones.

Rent hike didn't start now, it started a while back, just that old houses with no modem facilities have now joined without shame.

Let churches, mosques, clubhouses and businesses go and rent mails meant for businesses or build their own in designated areas

The rent hike started in the late 1990s and early 2000s when Mr Biggs, Zenith Bank and Redeemed Church were in a competition to grow branches. They began setting up branches in residential areas, sometimes 2 or 3 on a single street. Individuals couldn't compete with them.

This Quilox Issue

Dear diary, I'm going to tell you about this Quilox issue in a way that I didn't even write on that thread.


I was driving from Lekki to Ikoyi early on Christmas morning in 2017 or 2018 (I think it was 2018). I got to Ozumba Mbadiwe Road and met a huge traffic jam. That was strange. There has never been traffic jam at that place early in the morning on Christmas day.

I got closer and discovered that there were cars parked on the road. You might not understand what I mean by this. Ozumba Mbadiwe is an 8 lane road (4 lanes per carriageway) so you might think that the parked cars only took up 2 lanes on the edges of the road. That's not what happened.

There were cars parked on both last lanes of the road and there were cars parked by the median of the road. It was chaos.

It wasn't only the cars. As I got closer to Quilox, I discovered that I had to be careful because there were skimpily dressed girls and guys darting between cars.

Despite the fact that my window was rolled up and I was on the other carriageway, I could hear the bass from Quilox as I drove past the club.

It was later in the day that I discovered what was happening. Quilox was having a 36 hour party (Christmas Eve, Christmas Day and Boxing Day).

There was only a little complaint on Twitter and I didn't hear about any action that was taken by the government to address the problem.


2019

It seemed like Quilox believed that everything was OK, because they got away with it in 2018. The 2019 edition was worse. Thankfully I didn't personally witness that year's problem, but I followed the drama on social media.

It began with massive complaints from people that were trapped in traffic. That trended on Twitter. Then the government got involved.

Government officials said that their phones were bombarded with complaints from citizens that were trapped in traffic. LASTMA and LASEPA went there late in the night/early morning. They issued warnings, but the warnings were not heeded. Then LASTMA began towing cars that were parked on the road. Some of the car owners resisted and LASTMA got the police to arrest them. They were taken to Maroko Police Station. Then LASEPA ordered everybody out of Quilox and sealed the place (because of the noise pollution).

There was another drama at Maroko Police Station. The Police claimed that Shina Peller (the owner of Quilox, who is also a member of the National Assembly and was an APC member at the time) came to the station and threatened them and was unruly, so they arrested him. Shina Peller said that he didn't make any trouble and he went to the police station to bail his customers when the police arrested him.

There was also a battle on Twitter. Shina Peller's friends and fans tried to mobilise public opinion against the government, but they were countered by people who were stuck in the traffic jam and those who had to suffer because of the loud music.

Quilox was closed till sometime in January 2020 when an agreement was made between Quilox and LASEPA.
