Where are standards when it comes to maintaining BRT buses which are fast beginning to look like blue molues? Have you been to the toilets at the Oshodi bus terminal recently? What's the state of facilities at LASU? LASPOTECH? How many scholarships has LASG provided? Business grants to budding entrepreneurs? What exactly is LASEMA doing to eradicate Agberos which one of the biggest environmental menaces in Lagos state? I hear in Abia state ticketing is now electronic for transporters so there are no Agberos anywhere. Won't this boost government revenue and improve the lives of Lagosians?

My brother, charity begins at home. LASG needs to start first with revamping public infrastructure and improving the quality of social services before they start forming activity walking up and down looking for people's businesses and structures to destroy.

They won't demolish anything, they just want to use that to make owners evict these set of entities from their buildings.

Remember Nigerians only know force. If it's to demolish, how many will they demolish?

As for hike in rent, did they just build most of the houses that you're asking me to go to the market to price building materials?

Rent hike didn't start now, it started a while back, just that old houses with no modem facilities have now joined without shame.

One of the best examples of this problem is Quilox Night Club and you'll understand what is happening when I describe the problem to you.

The interior of the club is soundproof, you can't hear the music outside, yet Quilox causes massive problems every Christmas season.

The first time they held a 24 hour non-stop party. The party was held outside ! They not only disturbed the neighbourhood with their noise, but their customers parked their cars right on Ozumba Mbadiwe Road, thereby causing massive traffic jams. They were walking right on the road early in the morning, I almost hit some of them.

It's like they were emboldened by that event and in 2019 they had a 48 hour non-stop party. It was reported that Governor Sanwo-Olu was stuck in the traffic that they created and his motorcade had to take another route.

I knew better than to take that route that day, after my experience the previous year, but I was following the events on Twitter. It trended across Nigeria because people that were stuck in traffic were complaining. Some people spent the night in that traffic.

LASTMA came to make the customers to move their vehicles, but they resisted. LASTMA then got police reinforcement and towed vehicles off the road. The police arrested people that resisted and took them to Maroko Police Station. LASEPA then came and shut down the club.

There was commotion at Maroko Police Station. Policemen said that Shina Peller (the owner of Quilox) came to attack them, so they arrested him. Shina Peller said that he went to bail his customers and the police arrested him.

There were still similar problems with Quilox in 2021 and 2022.

The government was better prepared last year (when Quilox held a 58 hour party) and they immediately went to shut the place down when complaints about the noise and illegal parking began.

This is a nightclub that has a soundproof hall!

That's the anyhowness that happens here and that's what government is trying to stop.

Following an earlier report by ngg.ng about the detention of House of Representatives member and CEO of Quilox night club, Honorable Shina Peller at the Maroko Police Station earlier today, new development reveals that the popular night club has now been sealed off. 

Ngg.ng can confirm that the reason for detaining the erstwhile king of nightlife in Lagos is not unconnected from the ongoing Quilox non-stop 36hours party, which has been said to cause noise pollution within the vicinity. 

Emerging photos now reveals that Lagos State Environmental Protection Agency (LASEPA) has cordoned the compound of the club over traffic congestion and noise pollution.

LASEPA Reopens Club Quilox

The Lagos State Environmental Protection Agency has re-opened Club Quilox on Friday after securing the management’s commitment to comply with the State’s Environmental Laws, Regulations, Guidelines and Standards.

The Club was reopened after a meeting held at the Agency’s office in which its management committed to carrying out its activities without obstructing the flow of traffic on Ozumba Mbadiwe and other adjoining streets, by ensuring its clients are properly parked in designated areas. The Club has also demonstrated firm commitment to ensure that sound emanating from musical events hosted within its facility does not exceed the recommended limits set by the State.

The popular club owned by a member of the Federal House of Representative, Mr Shina Abiola Peller had organised a 36-hour non-stop event that led to traffic gridlock and noise pollution with its attendant effect on Victoria Island and its environs.

The General Manager, Dr Dolapo Fasawe who led the operation disclosed that “We are reopening the club for operation as it has fulfilled our conditions and complied with the extant law guiding its operations. The club was sanctioned and fined for environmental nuisances and we ensure total compliance before reopening.”

Speaking further, the General Manager noted that this should serve as a warning to other entertainment and event centres, to ensure that they operate within the ambit of the law, whilst carrying out their activities. She advised that entertainment and event centres should work with relevant agencies to put effective traffic management systems in place when hosting events and desist from generating noise.

The General Manager of LASEPA emphasised that the state government would not allow any business concern to constitute a nuisance to other users of the environment and would ensure strict compliance with the State’s environmental laws and regulations.

It trended all night in 2019 before LASTMA and Ministry of Environment went to shut down the place and arrest people that were parking on the road.

Succinctly put I have advocated against destruction of people's properties and businesses because same are cited in residential areas.

I have also advocated for a need to tweak government approach towards these infractions with a view to prioritising keeping people's legitimate business afloat in this difficult economic climate whilst working with these units to address some of the environmental issues highlighted instead of the extreme of relocating businesses and destroying people's properties indiscriminately. When Buhari was in office, several times he wanted to remove subsidy but as a man of the people he knew doing it would make the people suffer. That's why he stayed action for so many years due to public outcry. He also set up social welfare programmes because he wanted his government to have a human face. He didn't get everything right but I think any responsible government should measure the impact of its actions on its people and devise ways to get the best solutions for all.

You are the one who will fail the exam because you just reacted emotively without taking time to understand what I've been talking about!

ps. Forget naptu2 he seems to believe that lasepa is an autonomous body that is not part of the organs of the LASG and as such should operate indiscriminately as they are not accountable to anybody but themselves. All ministries under the government whilst having different functions, work under a single corporate vision as defined by the governor. If the governor cares about the people and wants the best for them, this vision will guide their operations. If his goal is to maximise profit and not the public good, same would be reflected in their operations etc

NOISE POLLUTION: LAGOS SHUTS QUILOX CLUB

The Lagos State Environmental Protection Agency (LASEPA) on Saturday shut the popular Quilox Club on Ozumba Mbadwe Street, Victoria Island for its failure to comply with directives on organising events and not obtaining a sound control permit from the Agency. The enforcement exercise, which was jointly carried out by the officials of the agency and the Lagos State Task Force, was also a result of several complaints made by residents in the area.

Reacting to the exercise, General Manager, LASEPA, Dr. Dolapo Fasawe disclosed that the agency received several distress calls with video evidence from concerned neighbours to support their claims on alleged environmental nuisances being perpetrated by the club without consideration to the rights of other residents to a peaceful environment.

“To avert a situation like this, we recently held a stakeholders’ parley with the Owners/Chief Executive Officers of night clubs in the State to address the issue of noise pollution, particularly during the festive period. Lagos had earlier increased the decibels to accommodate leisure/hospitality business interests. We, however, urged them to apply for sound control permits before hosting events to enable us to reach out to the host community of the intended programme and further deploy our officials to the venue for proper monitoring and prevention of excessive noise pollution”, she explained.

According to her, an invitation was extended to Quilox Club, like every other stakeholder, but it was ignored by the management for reasons best known to them. She noted that no individual or group is bigger than society, adding that the Agency is still making efforts to ensure that all interests are protected under the law.

“Entertainment and Lagos are like a conjoined twin, thus our prolific intervention to preserve the sanctity of the State and at the same time sustained its economic relevance through aggressive environmental sustainability drive. To support the entrepreneurship interest of the operators. We came up with a communique which serves as a bond guiding all parties on the mode of operations during the yuletide period and the attendant consequences for non-compliance to the agreement”, Fasawe added.

One of the terrible things about the election season is that people just oppose anything that their opponents do, whether it is good or bad. Instead of analysing things with common sense, people prefer to focus on "what political party? what religion? what ethnic group?"

The Lagos State Government has been carrying out this kind of enforcement for decades and it is based on complaints from members of the public.

They don't just show up and shut places down, instead they give warnings and only shut the premises down when the warnings are not heeded (that's why some think that they don't work, because they expect them to shut the premises immediately).

Some people say that the Quilox building is soundproofed. Who doesn't know that Quilox holds special events outside during the holiday season and they've been warned about that many times (by LASTMA because of the way that patrons park on the street and by LASEPA because of noise pollution).

Bros be honest. You and I both know that building materials are used either in constructing new buildings or renovating older ones after old tenants vacate the property and before new tenants occupy same. Also as property values appreciate in neighbouring properties, landlords will increase their rent to reflect same as well as to reflect current economic realities.

LASEPA SEALS CARIZMA HOTEL FOR NOISE POLLUTION

In furtherance of its campaign against noise pollution and other environmental infractions, LASEPA today sealed Carizma Hotel and Luxury Suites located at Abule Egba area of the State.

Despite receiving multiple warnings and agreeing to guidelines in previous meetings with the agency, the hotel failed to comply with stipulated noise levels. The decision to seal the hotel was made and carried out today, 27th December, 2023 after it violated the terms outlined in a Memorandum of Understanding signed during earlier meetings, which included commitments to cease noisy activities by 10 pm and adhere to approved noise levels.

The Lagos Nuisance Economy.

It is 4.00am on a Saturday and the entire residential neighborhood is vibrating with the noise from the club. My windows are shut, blinds drown but the idea of a quiet night is now a pipe dream in Lagos.

Because of the nuisance ecosystem.

You can place a club on any road, edict on sound pollution, if they exist, are on paper, no community, no matter how residential is exempt from high traffic businesses.

It is an economy built on the less care for thy neighbor- a do as you damn well please philosophy.

But noise is just the beginning- somewhere in a close, in the middle of a high density residential area is a road-side diesel transshipment facility.

To legitimize this life-endangering venture, they have obtained a state ‘parking permit’ likely without full disclosure.

You can see this callous economy take shape with the buses making random and dangerous stops in the middle of the road to pick up passengers to the reckless convoys, guns sticking out of moving vehicles

The me-first philosophy underlying this is becoming a national way of being.

In some cases, such as the emerging micro-gated ecosystem, with each community installing gates at every turn, the logic is understandable- we have to protect ourselves if the government can’t- but ultimately unsustainable. No fence is high enough, no gate tall enough.

To paraphrase Ken Saro Wiwa’s son, we are trying to secure ourselves in an unsafe community instead securing the community for ourselves.

It is an all about me approach- and it has backfired as those gates have become prisons, the measures clearly ineffective. Still unsafe.

And my favorite peeve is the ‘block the road’ party economy where events are held without paying any heed to how it will impact their immediate communities or roads are blocked without notice to celebrate an individual accomplishment, like the birthday of a 1 year old children.

If we want to build the mega city of our dream, we must enforce standards, the quality of our buildings, public sanitation, noise pollution, road and driving culture; we must set boundaries for acceptable commercial activities in residential areas to protect lives.

Rule of rules

Cities must accommodate those who want to sweat to ear piercing noise at 4am and those who would prefer to hold their toddlers close and watch them sleep at this holy hour.

Lagos has to be a city for everyone, not just those who are high on something and low on empathy.

There is an agency in Lagos in charge of noise and environmental control, LASEPA, but we don't see them acting on such public concerns. Pathetic!

In swift response to the complaint by some residents of Victoria Island on illegal sales of some petroleum products within the neighborhood, LASEPA today demonstrated its commitment to environmental safety as it apprehended three tankers engaged in illegal sales of Automated Gas Oil (AGO) products, diesel along Taslim Elias Close, Victoria Island.

The Enforcement exercise carried out by the Lagos State government officials, targeted at bringing to an end, illicit diesel sales within residential areas, a clear violation of environmental regulations.

The apprehended trucks were caught at their illegal sales points, posing potential hazards to the community. LASEPA, in collaboration with relevant authorities, promptly intervened to curtail the activities and mitigate any environmental risks associated with such operations.

The agency therefore encourages residents to report any suspicious or similar illegal activities that may pose environmental risks through its designated channels.

Today, LASEPA issued a stern warning to Morning Side Suites, a popular hotel located at 11B, Taslim Elias Close, Victoria Island. This action follows complaints from residents about noise pollution caused by loud music, disrupting the peaceful night rest in the neighborhood.

In response, LASEPA's enforcement team visited the hotel, providing a warning to the management. They outlined specific guidelines, including restricting noise activities to the hotel premises, limiting musical activities to 10 pm daily, adhering to approved noise levels, and maintaining good relations with the community.

The agency emphasized that adherence to these regulations is crucial for maintaining peace in the neighborhood. LASEPA warned that failure to comply may result in the hotel's closure for violating the state environmental laws 2017.

The state will serve you what you accept, it can only determine standards, legislate standards, assess standards and enforce standards to the extent that the CITIZENS insist on it.

This is true if anyone who offers services, but truer of the state as she has fewer competitors.

For four years, I responded to the unacceptable level of noise pollution by improving my home, including purchasing advanced sound proofing blinds, the state had no reason to sweat it until I took up arms, then it did. Let’s demand for one loudly if we want more from the state.

… will the owner of this club situate it next to his home? Will the club goers accept this where the family lives?

Or is this just another case of any-howness believing Nigerians won’t stand up for themselves?
