You can't force anyone to sell his/her product at your desired rate in an open market. The govt. should revert to cashless policy as soon as possible and begin to tactically mop up the excess money already in circulation. Start price regulations and scarcity results...because farmers won't agree to sell for less prices , and wholesalers won't sell at a loss, neither would transporters agree to carry food at a loss.
