Lagos is over congested already, he should be making plans to decongest it not add more problem to the prevalent issues Lagos has already. There should be a seaport in the south south or south East. This is what he should do, not moving institutions to Lagos in the name of optimization. This is the same thing Buhari did with Niger. Both of them are evil.
