you can get the cells and assembly yourself, but better you get an active balancer with it to support the bms, I also think you are better off going for a 24v setup and they have a wider voltage range

I met someone who savages li-ion cells from laptop battery packs. He said he can build a battery bank for me, #450/cell, BMS 10k/one for 12v battery and he uses soldering iron to assemble.

Do you think I should get the cells and assemble myself?

I don't have much tools for assembling though.

By "Balanced Version", it means your BMS has a "BALANCER" integrated which could be a passive balancer.

All I point at is "Get an ACTIVE BALANCER" BMS integrated or standalone.

Is this a good idea?

Since 12v inverters works btw 10 to 16v , you wont fully utilize it. Note to that ur inverter wont recognize ur battery at 16.v. Ultimately, how will u charge the battery to 16.8v - fully charged? Your ups cannot do these.
