Exactly my thoughts. These guys know that it would be difficult to knock them out in civilian territory. Best thing to do is to give the populace an ultimatum to move to designated camps outside the affected regions and bombard every single sq. meter of the region. Should be a simultaneous operation around the north to ensure these guys don't migrate to safe grounds.
