It's not a new concept, I watched a documentary years ago I think on Al Jazeera of this person helping poor Bolivian families build recycled homes. You can Google Bolivian recycled homes to understand it.

The sand in the bottles will make it less inflammable. Filling up the bottles with water would have even made it far less inflammable.

How the fire wan take escalate? The bottles are filled with sand and the filled bottles are plastered together with cement.
