But assuming US actually used ISIS as you claimed, what exactly do they stand to gain by unleashing ISIS on civilians of those other nations? I'm just curious.

It scores zero no military or political points and those nations will be more hostile to them (USA). I don't think USA is that daft to pull a stunt that confers no benefits to their long-term goals or am I missing something here?

Besides those ISIS are aspiring for and fighting for an establishment of Islamic caliphate. How's that aspiration related to the objectives of USA?

I've heard of this technology before but it was used by advertising companies.
