And paying someone who is competent and can answer their question RIGHT AWAY does not accomplish that? And accomplish it faster?

Because you dived in to say "don't pay anybody to teach you web development ".

The OP said they are looking for someone competent and are willing to negotiate a fee. Despite such clearly stated aims you still see the need to rush to say "don't pay anybody". OP is clearly happy to pay so how does your advice help him? It's like someone has given you a gig and a scope and you rush to say "your scope is not good"
