What the stat is saying is not based on size of states, it's saying that if you travel 100km in every region, you are more likely to see most roads in Southeast than any other region irrespective of the size of the region.

It's not factor of the size of a region but a factor of how many roads are in 100km square.

Our major roads are wide, our inner street roads are suitable for the streets.

Let's take for example, you father gave you and your brother 2 lands, yours is 4 times bigger than that of your brother.
Let's say yours is 8acres and your brother's own is 2acres, if you want to measure the amount of plants in 1.0acres in your land and that of your brother, does that measurement hav anything to do with the actual size of both lands?

For example, if in 0.1acres of your own land, we found 50 trees and in that of your brother, we found 100trees. How does your brother land being smaller affect the number of trees in his 0.1acres?
