Watched the video and couldn't find where he mutilated the naira. From what I saw, naira from Tinubu did not touch ground. You will not even know he was spraying the bride money, it looks like he was talking to her and put hand on her shoulder while someone was collecting it at the back.

Mutilation is by throwing, stepping or jumping on the money, squeezing or defacing etc. When you give and it is collected, or dropping it in a box or bag, I think it's spending.
