For this train to be profitable a days ride should be a minimum of 10,000 and you need at least 100,000 people using it. .. Abuja currently doesn't have that population ( yes number of people that needs the train that can afford it)

So it means the would charge ₦500 to ₦1500 per day and government would have to cough up the balance to keep it running

Find a known city metro of similar size find out cost of running it... Say wage is 60% so you take 50% of that since wage is cheaper here that would give you an estimated cost of running Abuja metro

Then you can divide that but 100,000 or 20,000 which ever number you like

That would be a great starting point.
