Lay ur complain on twitter and tag the respective agency. Don't forget to tag the Minister of Interior. He's always interested in Issues like this

Someone suggested in a different post to BRIBE the staff in charge.

I remember that guy in Uk that had similar passport issues with them, but when he started destroying the diplomatic cars, the staff called police on him, and of course, to show the guy's identity, his passport was produced.
