Did you read the story very well? He said he opened 28 different accounts and deposited money in all of them. The Nigerian govt out of wickedness said they'd give each Igbo account owner 20 pounds each no matter how many millions you have in your account. So he go 20 pounds from each of those accounts. It was his money, not fraud.
