IGR is not a accurate determinant of how productive or not a state is! GDP is, while HDIs determine how well governance is impacting on the populace of the state or country concerned!

A gov’t may not be interested in taxing its working population and businesses in the hopes of stimulating its economy through more spending via more disposable income and profits!

Also a gov’t may not doing as well as it should in IGR collection owing to poor governance/sectoral structures or kwarruption/leakages! I’m sure you’ve heard of reports of a new gov’t taking over a state and all of a sudden the states IGR shoots up even without increased/improved economic activity?

Finally, a state may do little or nothing at all, and just sit by collecting rent and PAYE accruing from industries/businesses sited in the state owing to its proximity to another state that’s a economic power-house!

I don't see any state in SE that has better infrastructure than Ogun. Just because we except it to do better doesn't place it in the status of any state in the SE.
