I think the problem is that we are a highly religious country, and masturbation is widely preached as a heinous sin. So people who engage in masturbation feel guilty and seek ways to be free from what they have come to believe is a bondage from the devil.

To overcome masturbation, you need self disciple and also see psychologist. Any other thing is secondary. Religion is not the answer to this.
