You're right that government officials and armed personnel "might" be complicit in banditry with the way they're being treated with kid gloves or the way they evade attacks however ,making such claims simply means you're "burning" your handler and therefore you have no backup anymore which means elimination to Turji but if he has no such fear of burning his handler then either it's mere propaganda or he has another more powerful handler . Which begs the question who will be more powerful than minister of State on security and is complicit in insecurity.
