That shit can be so annoying, I had similar experience few weeks ago from next compound neighbor, but I decided to hold my cool for a while before taking any action due to Nigeria's present conditions and from what I learnt she and her family moved into the hood newly. their building is a 4flats building. This happened for about 4 months and I already called my lawyer for advice, we scheduled a meeting, but I was reluctant to attend but luckily on one Sunday morning I overheard a voice I suspect to be the caretaker kinda warning her to stop smoking the environ.
That was the last time I perceived the annoying smoke. So OP it depends on your environment, it might be offensive in some area but normal at the another. Tread carefully and consider reporting to your landlord.
