He can only use it to support whatever Tinubu has done or does in his state, even if he spends the whole budget of his state on security, there is still a limit to what he can control, highest he can do is to setup is vigilante service like Amotekun, which is not empowered to have weapons like police or military force, they have so much restrictions on the type of weapons to use and actions to take in some cases....

Till the constitution is changed the responsibility lies with Tinubu as the commander in chief of the armed forces, whatever the governor adds to support his effort is now an added advantage, so don't blame the governors, blame the constitution that did not empower the governors well and blame Tinubu who is empowered but is not doing his job well....
