She can make plates in her kitchen with proper take out containers, and then go out and sell them.

She could get a short-term permit, rent a hot food cart and vehicle, get proper food selling utensils/plates/etc, and then go all over the city selling plates.

You have to understand that this is systemic. The resources in Africa are used to build up the developed countries, then their youths are told that there is no future for them at home , they must leave go abroad, study and become slaves.
