1.) He prepositioned resources.
2.) He designated the areas disaster areas before the storm even hit, so Federal resources can flow immediately.
3.) He speaks to the Governors of the states regularly and gave them every penny and everything they wanted.
4.) FEMA is already in every one of those areas.
5.) A presidential visit draws resources away from those areas most needed, like rescue.
