How can no money in Nigeria's richest state be an excuse for old buildings to be abundant? The owners aren't just interested in modernising their buildings or the government isn't interested in providing the area with improved infrastructure.

Nigerian Government is "exporting out Crude oil" and brining in Dollars.
And they are well protected by army, police, judiciary and business men for doing this.
Apart from them, who again is exporting out any resource and bringing in dollars?
Does that place/area even look like anybody there EXPORTS any products for dollars?
If you're not bringing in dollars to the nation, why should the government or property owner... give a f*** about
the infrastructure near you?
In their mind, people should just "die fast-fast and get out".
