give it 1-2 months from that time. is it a normal work visa or job seeker? they both take the same time duration but work visa might need some verification but it shouldn't be that long. Also keep in mind VFS for portugal just resumed accepting application again so they may have to finish up with the applicants they already had in their office during their little hiatus from ending of July through beginning of September

Please I've been making research for a very long time and I am finding it hard to see a university in Portugal that accept students without IELTS. Or isn't there any at all?

Universities in Portugal do not require IELTS to give you admission.
