There should be exclusive list in the tax reforms. Telecom can generate graphic of people usages in a particular states. From the stats they can remit the tax to the state. Companies that have headquarters in a particular state should paid there tax to federal government which can then be shared by all states. States that reject beer shouldn’t collect from the tax.
