There is nothing wrong in leaving a shadow force in Afghanistan to prevent chaos. There were no more than 5k troops there then, and even 2k troops with aerial support would keep the Afghan military stable and would have prevented the catastrophic withdrawal and collapse of civil Afghan society. The Afghan military ran when they could no longer get aerial support. America maintain peacekeeping troops in Saudi, Kuwait, Japan, Germany and many other nations. Even the Ukraine solution is purported to be keeping foreign US and UN troops as buffer between Ukraine and Russia to prevent reoccurrence. It is not continuation of war to keep minimum troops, that's a flimsy accusation.
