He used his naira to buy USD from CBN and moved it to the US with the purpose of buying some planes which didn't materialise. He then moved the funds to his personal bank account....if anyone should have an issue, it should be CBN who sold the USD to him at a cheaper rate

He borrowed money to buy airplanes and he did buy airplanes.
