I don't understand what the church she attends has to do with this.

An average Lagosian's doesn't want to pay for waste disposal so they devise various means to evade payment, some will bring them to the road , those living close to swamps will rather burn it, some will just owe the psp for years.

Its not today they have been catching people, some even get tried by mobile court and sentenced to community labour.

Just like dragging church or whatever.
