GOVERNOR SOLUDO UNVEILS ANAMBRA HOMELAND SECURITY LAW, LAUNCHES “OPERATION UDO GA-ACHI”

PRESS STATEMENT

In a major bid to tackle the security challenges facing Anambra State, Governor Chukwuma Charles Soludo has unveiled the Anambra Homeland Security Law 2025 and launched a special security operation code-named "Operation Udo Ga-Achi".

The Governor, who signed the Homeland Security Law 2025 earlier today, stated that the law provides a framework for community/citizens' ownership and participation in sustainable security and social re-engineering.

According to Governor Soludo, "Operation Udo Ga-Achi" is a special intervention force that complements regular policing, and is designed to upscale intelligence gathering, reward whistleblowers, enhance rapid response, and urgently root out criminals from every camp in Anambra State.

The Governor noted that the security challenges facing the state are complex and hydra-headed, requiring a comprehensive and sustainable response. He emphasized that the state government is determined to fight criminality and ensure that Anambra becomes the safest state in Nigeria.

Key components of the Anambra Homeland Security Law 2025 include:

- Establishment of a new vigilante architecture, AGUNECHEMBA, to assist and complement federal security forces

- Deployment of technology, including tracking systems, command-and-control systems, and AI-powered surveillance cameras

- Establishment of a State Call Centre with toll-free lines

- Payment of monthly security support grants to communities

- Payment of a monthly bonus of N10 million to Divisional Police Offices that record zero violent crimes


The Governor also announced that the state government will review assistance to existing Correctional Centres and embark on building new ones. He further stated that the government will work with the Commissioner of Police and DSS to identify top LGAs with violent crime histories.

Governor Soludo called on communities to set up security governance structures urgently and encouraged each community to design and execute its own "cleansing or restoration programme."

He also reiterated the state government's extension of hand of friendship and amnesty to kidnappers, cultists, drug dealers, and other categories of criminals, urging them to surrender their arms and embrace rehabilitation.

The Governor emphasized that security is a collective responsibility and called on all citizens to support the efforts of the state government in ensuring the safety and security of Anambra State.

Security and public safety are fundamental to any society’s growth, stability, and prosperity.

Recognizing the critical need to protect lives, properties, and maintain internal security within Anambra State, the Anambra State House of Assembly has enacted the Anambra State Homeland Security Law, 2025.

This law establishes AGUNECHEMBA, a structured state security outfit designed to complement and support existing law-enforcement agencies in preventing crime, detecting criminal activities, and preserving law and order across all communities, local governments, and urban centers in Anambra State.



The law provides for:

- The formation, structure, and administration of Agunechemba, operating at the state, local government, and community levels.

- Collaboration between Agunechemba, private security companies, and relevant government agencies to enhance security operations.

- Defined roles and responsibilities for security supervisory committees at various levels to oversee operations and ensure compliance with legal and ethical standards.


- Strict regulations against kidnapping, banditry, illicit drug trade, and the unlawful use of properties for criminal activities.

- Clear mandates on landlords, property owners, and hospitality businesses to ensure due diligence in tenant and guest identification.

- Offenses and penalties to deter crime and enhance enforcement mechanisms.

- This law represents a decisive step by the Government of Anambra State under the leadership of Governor Charles Chukwuma Soludo, CFR, to safeguard the people of Anambra and create a secure, resilient, and thriving environment for businesses, residents, and visitors.



As this law is in effect, all residents, businesses, and stakeholders are urged to support its implementation and compliance for Anambra State’s collective safety and progress.

These same thoughts crossed my mind when I read that part.

Like,, police is supposed to be paid more bonuses for how many numerous crimes they solved ((not necessarily how many cases they closed,, but a great emphasis on how many cases they SOLVED before closing the case)).

And this law came and chose the opposite.!!

The rate of idol worship in the state is too much.
The Catholic Church need to do more in orientating the youths.

The flaunting of ill gotten wealth in the State every December by drug dealers, ritualist and fraudsters should also be banned because it encourages young villagers to go into vices that gives quick wealth

Solution is a clueless governor,one time they are planning this ,another time he’s working on this and nothing to show ,show all working Oga ,have you been to enugu and see the kind projects the enugu mbah is doing ,honestly I wish I can change my state of origin to enugu ,am so disappointed of what my state Anambra is turning in to ,anytime I leave enugu to anambra ,once I cross oji river ,the air of frustration fills everywhere…tufiakwa..this one has shown that leadership has nothing to do with book

My fear now is the neighboring towns outside of Anambra, especially those in IMO state. These include places like Orsu, Awo, Mgbidi, Orlu, which have already been taken over by criminal gangs . The interesting part is that Gov Hope is from Omuma in Oru east, a 10 mins drive to Anambra state. He is fully aware of the situation but has done nothing.
When this operation takes effect, they will shift base to these places outside of Anambra.
Soludo is at least Showing some leadership by this initiative. But can same be said of his Imo counterpart? Knowing that Governor Hope is unconcerned with the serious security challenges in his state, those places would become safe haven and interstate operating base for the non state actors. These places are so closed to each other that one can walk into a bush in Anambra to fetch firewood for cooking in his house in Imo state.
Any meaningful security solution would only be achieved through a coordinated strategy by these sister states. Don’t be deceived by the arbitrary land boarders. The indigenes have people or rather relatives across these boarders. So is their free movement across these hot spots. Criminals take advantage of this too.

Confused Governor. Too much talk with very little on ground to show. Speak big big grammar like that past Cross River state Governor, Ayade.
All his budgets were tagged with big big names like, Budget of Quantum Leap, Budget of Kinetic Infinito, Budget of Gigantic Eruption, Budget of the Big bang gravitational pull.
He is also a professor like Soludo.
They know nothing about politicking and governance, which are two distinct areas of endeavours.

Any security system formed by a governor of a state is dead on arrival!
Governors should be advocating for the decentralization of security before this plan of his can be actualized!

Enugu state is a one city state that inherited almost all its facilities from regional government and old Anambra state. It's easy for Mhah to embark on rehabilitation of already planned/built city roads, and abandoned old projects as he is doing. While he is doing that, let him solve the water challenge facing the city for ages. Anambra state on the other hand is complex.

Though Soludo has not really delivered upto my expectations, but I'm yet to see any other candidate in next governorship election that can do better. Soludo has proved that Nigeria politicians are all the same, irrespective of who speaks big grammar pass

Everyone keeps talking about enugu ancient city ,let me clarify you ,enugu municipal is different from the entire enugu state ,onitsha is a big city also ,under gburus,enugu was an eye sore but mbah turned it around ,it’s hard for you to see anyone that has frustration written on his face in enugu .entire enugu but come to anambra ,nothing is working ,see the kind of roads Peter mbah is delievering ,security cameras ,big initiatives ,i was one of the people that worked for mbah under the water project and I can tell you that he spent a lot to see that project work ,the issue is that so many pipes has been destroyed underground and he’s fixing them .forget solution is old fashioned and is behaving like an old village native doctor that has not travelled out of his village before ,too back ward for my liking ,he is not sharp
