The northern part of Israel then was considered to be impure Israelites because of war, displacement and intermarriage. They were like two tribes then.

As for Gaza, it was one of the five Philistinian cities. Others are ashdod and askelon. I've forgotten the remaining two.

My suggestion is that the Palestinians in West Bank should be relocated to Gaza while Israel build a fortified border with Gaza. Palestinians cannot loose West Bank and Gaza at the same time.
