To answer your question, I was in a plane "Turkish Airlines" that was carrying some deportee's back to their country, about the time the plane was about to land, they suddenly became very violent and attacked some innocent air Hostesses, while screaming "We will not go back!" Unfortunately one fine air hostess- I was even eying (got a swollen jaw during the struggle episode)

They were eventually restrained...

My point, deportee's get very hostile and violent during their deportation(especially if they are established criminals), so it's important to have them restrained for safety purposes, especially during a flight.

There is no way a deportation flight will leave a country and the host country to receive the deportees wouldn't have been informed before hand. It's impossible. Also, understand that some of these people are gang elements. You can't put 100 gang members in a plane and allow them to be roaming freely inside the plane. That's a major risk. What if they hijack the plane?
